500ml.org
There are some very beautiful brushes here and it's well worth a visit. Get on the the home page of 500ml.org and click the "Free PS7 brushes and stock photos" link on the left. Then click "Enter". On the next page, click "The brushes" at the top. Now click "agree" to the reasonable terms of use, and you have over 4 dozen brush sets to choose from.
There are 7 brushes in this excellent set of 1920s ladies. All the images were scanned from Kirsty's fashion history book.
"This set contains 8 brushes and is a mix of dRawings (apparently dRawn by Leonardo da Vinci, thanks to Erin for letting me know!), and photos of 18th century wax anatomy sculptures (from Florence's Museo La Specola). Perhaps not for the very faint hearted, but interesting nonetheless."
"This set contains 9 big brushes of old and slightly newer cameras: 2 Agfa cameras (both around 40-50 years old), a Holga, 2 Polaroid cameras and a Kodak Brownie (about 40 years old), and they're all from my own camera collection."

Obsidian Dawn
Obsidian Dawn is a great site to go to — not only for all the brushes that are available, but for their other offerings. The tutorials page explains details about creating brushes, installing them, creating pattern brushes, using brush techniques, and a lot more.
Designs & Shapes: Nineteen different styles here including Tribal, Water Stains, Blood Spots, the one at the right, Glitter and Sparkles (a 28 brush set), and more.
Fantasy: Go here for Pixies (pictured on the right — a 28 brush set), Wings, and more Glitter and Sparkles.
Handwriting/Symbols: Selections such as Handwriting, Hieroglyphs (both letters and symbols), Kanji, Nordic Runes, and Scribbles & Doodles can be found here.

JavierZhX has a page at DeviantArt which features his extensive list of free Photoshop brushes.
There are over two dozen abstract brushes, including a master set, as well as grunge brushes, vector brushes, fractal, and natural brushes. The variety is truly excellent.
